“The Administration strongly opposes House passage of H.J. Res. 59, making continuing appropriations for fiscal year 2014 and for other purposes, because it advances a narrow ideological agenda that threatens our economy and the interests of the middle class,” the Office of Management and Budget said in the statement.The statement does not give any political wiggle room. Usually veto threats senior advisers recommend a veto should the bill reach the president's desk...this one says, "if the President were presented with H.J. Res. 59, he would veto the bill."

Sadly Obama is unlikely to receive the bill with the defunding language since the spending bill has no chance of clearing the Senate in that form.
But understand despite how the media presents it, it would be the president shutting down the government if the bill reaches his desk and it would be the Senate Democrats defunding the government should a bill which funds everything else in the government except for Obamacare be caught up in conference committee.
