In order to have an agreement the two parties need to have what legal people call meeting of the minds. In the week since President Obama announce an "historic deal" with Iran it has been clear that there was no meeting of the minds or as Hugh Hewitt opines, "it's not a deal its a hologram." In official speeches and in the state controlled media Iran's leader continue to trash the talking points issued by the Administration as well as Obama's statements about what's in the deal.

Iran's Defense Minister Brigadier General Hossein Dehqan categorically rejected as a "lie" a Guardian report alleging that Tehran has granted access to its military facilities under the recent framework agreement with the world powers.According to the U.S. fact sheet. Iran has agreed to implement the Additional Protocol of the IAEA, providing the IAEA much greater access and information regarding Iran’s nuclear program including both declared and undeclared facilities and military locations. Without inspection of military locations Iran can simply move its nuclear development to military bases without detection.
"No such agreement has been made; principally speaking, visit to military centers is among our redlines and no such visit will be accepted," Gen. Dehqan stressed on Wednesday, rejecting "the report by foreign media outlets, such as the Guardian" as "untruthful allegations".
In relevant remarks on Monday, Commander of Iran's Basij (volunteer) Force Brigadier General Mohammad Reza Naqdi said the untruthfulness of Washington officials in their remarks about the Lausanne Statement issued jointly by Iran and the six world powers displayed that the US was an untrustworthy partner to any deal.On Thursday Iranian President Hassan Rouhani said in a televised speech that there was would be no deal unless sanctions were lifted the same time an agreement was signed.
"The comments made after the Lausanne negotiations once again showed the United States' strong grudge against the Iranians and proved that the US officials are liars and untrustworthy," Naqdi said, addressing Basij personnel in Tehran.
We will not sign any deal unless all sanctions are lifted on the same day ... We want a win-win deal for all parties involved in the nuclear talks," Rouhani said.According to Obama the sanctions will be lifted gradually after Iran complied with all of the elements of the deal.
Since the preliminary agreement was reached, Iran and the United States seem to have different interpretations over some issues, including the pace and extent of sanctions removal.
"Our goal in the talks (with major powers) is to preserve our nation's nuclear rights. We want an outcome that will be in everyone's benefit," Rouhani said in a ceremony to mark Iran's National Day of Nuclear Technology.
"The Iranian nation has been and will be the victor in the negotiations."
Europe's version of the sanctions removal is somewhere in-between--they will be removed immediately once Iranian compliance is is completed:
The EU will terminate the implementation of all nuclear-related economic and financial sanctions and the US will cease the application of all nuclear-related secondary economic and financial sanctions, simultaneously with the IAEA-verified implementation by Iran of its key nuclear commitments.It is clear that there was no meeting of the minds last week which is why the same fact sheet wasn't issued by all parties. France has it own fact sheet which says that Iran will be able to conduct atomic research and ramp up uranium enrichment after ten years.
The American people, indeed all concerned citizens of the world are being lied to...the question is by whom? This is another reason why congress must get involved in reviewing and improving this hologram of a deal.
